Since BF4 is just a BF3 with a few changes, improvements and new content removing the commorose would be a huge step back - so you can simply expect that features - no matter if there from the beginning or added later - can be expected to be found in BF4.
Do we have any clues about required specs? I just invested some hard cash in new mobo, cpu, gpu, and ram and I hope they wont be too bad for it.

I guess if you can play BF3 on medium to high settings your PC should handle BF4 as well.
The engine, as far as I remember, is a tweaked up version of Frostbite2 (more destruction, slightly better graphics, more players, particles etc influenced by wind).
So if they haven't done any major performance improvements (which I haven't read about) this will definitely need more resources than BF3. But I don't expect it to be another BF2 (which had very high hardware needs when released).
