It has to do with balance. Shooting down or killing someone or something with 1 shot makes the players very sad and they stop playing so the game developers makes it more difficult.
A one shot kill game would have more likeness to a simulator and thus not be called a game.
Feel free to look for simulators and play them instead. Then come back to our game if you find it boring to spawn and get instantly killed....
